This Decision promulgates a number of preferential budgetary and financial mechanisms for Hai Phong city regarding the budgetary mechanism and the mobilization of financial sources for development investment. It takes effect 15 days after its publication in the Official Gazette.

Apart from the provisions of this Decision, other contents on financial regime and State budget applicable to Hai Phong city shall still comply with the current State Budget Law and the Government's Decree No. 60/2003/ND-CP of June 6, 2003 detailing and guiding the implementation of the State Budget Law.- (Summary)
