For peasants' households and owners of agricultural, forestry, fishery and salt-making production farms of commodity-manufacturing nature, having investment projects and feasible production and/or business plans and based in the areas planned for infrastructure investment, that have already or have not yet signed product-consumption contracts with enterprises or cooperatives but the products mentioned in investment projects and production and/or business plans are marketable, credit institutions shall consider to provide them with loans of up to VND 30 million without applying the measure of property guarantee, but require the submission of land use right certificates or written certifications by the commune, ward or township People's Committees of the non-existence of land disputes.- (Summary)
