Inter-ministerial Circular No.61-TT/LB of September 5, 1997 guiding the management of the allocation, use and final settlement of non-business fund for the maintenance and improvement of the dike system.

The non-business fund for maintenance and improvement of the dike system shall be used for the maintenance and improvement of dike system, the repair of dikes and dams, the periodical measurement and survey of dikes and dams.
