To establish Nam Dinh Convalescence University on the basis of Nam Dinh Medical College.

Nam Dinh Convalescence University is a tertiary training establishment under the Ministry of Health, subject to the State management over education by the Ministry of Education and Training, has the legal person status, its own seal and bank account. It shall operate under the University Regulation promulgated together with the Prime Minister's Decision No. 153/2003/QD-TTg of July 30, 2003.
