Circular No.05-BKH/CSHT of April 23, 1997 guiding the construction of new working offices.

The Prime Minister has decided to restrict expenditure on the construction of new working offices of administrative and non-business bodies, Party�s agencies and mass organizations, funded by the State budget.

State budget investment capital for capital construction must not be used for investment in the construction of transaction offices of State enterprises, professional associations and communal/ward-level offices.

For the immediate future, since the State budget investment capital for capital construction is very limited, priority shall be given only to the newly set up agencies that have no permanent offices or whose offices are degraded seriously.- (Summary)
