Issued together with this Decision is the Regulation on the management and use of the Fund in support of laborers redundant from the reorganization of State enterprises.

The Fund is set up to support laborers who lose their jobs or retire prematurely due to the reorganization of State enterprises.

The Fund shall allocate fundings to the State enterprises which are subject to reorganization under the Government�s plan, the joint-stock companies converted from the State enterprises having reorganization plans which are certified by the competent State agency within 12 months as from the date they are granted business registration certificates under the Enterprise Law, the organizations set up to deal with redundant laborers in dissolved or bankrupt State enterprises, social insurance agencies, and job-training establishments for redundant laborers.

The Fund�s capital sources shall come from:

- The State budget;

- Organizations� and individuals� aids;

- Other sources (if any).

The Fund shall have to publicly and transparently allocate fundings to the right subjects and for the right purposes. The Fund shall provide funding support only once to an enterprise and only once to a laborer.

This Decision takes effect from April 26, 2002 to the end of December 31, 2005.- (Summary)
