DECREE No. 92/2003/ND-CP OF AUGUST 13, 2003 AMENDING AND SUPPLEMENTING CLAUSE 3, ARTICLE 41 OF THE GOVERNMENT'S DECREE No. 15/2003/ND-CP OF FEBRUARY 19, 2003
THE GOVERNMENT
Pursuant to the Law on Organization of the Government of December 25, 2001;
Pursuant to the Law on Land-Road Traffic of June 29, 2001;
Pursuant to the Ordinance on Handling of Administrative Violations of July 2, 2002;
Pursuant to the Ordinance on the Vietnamese People's Police Force of January 28, 1989 and the July 6, 1995 Ordinance Amending Article 6 of the Ordinance on the Vietnamese People's Police Force;
Pursuant to the Government's Resolution No. 13/2002/NQ-CP of November 19, 2002 on solutions to check the increase of, and proceed to reduce, traffic accidents and congestion;
Pursuant to the Government's Decree No. 14/2003/ND-CP of February 19, 2003 detailing the implementation of a number of articles of the Law on Land-Road Traffic;
At the proposals of the Minister of Communications and Transport and the Minister of Public Security,
DECREES:
Article 1.- To amend and supplement Clause 3, Article 41 of the Government's Decree No. 15/2003/ND-CP of February 19, 2003 prescribing the sanctioning of administrative violations regarding land-road traffic as follows:
"3. The order-maintaining police force, the police force in charge of administrative management of social order are competent to sanction violation acts prescribed at points, clauses and articles of this Decree as follows:
a/ Point f of Clause 2, Points g, h, l, m and n of Clause 3; Points f, i and j of Clause 5; Points b and c of Clause 6; Point c of Clause 7 of Article 9;
b/ Points a, g, j, k, l and p of Clause 2; Points c and d of Clause 3; Point b of Clause 5; Point c of Clause 6; Clause 8 and Clause 9 of Article 10;
c/ Points f and g of Clause 1; Points b, c, f, g, h and i of Clause 2; Points b and d of Clause 4; Point b of Clause 5 of Article 11;
d/ Points c, f and g of Clause 1; Points b, c, d, f, g and h of Clause 2; Points a and b of Clause 3; Clause 4 of Article 12;
e/ Point a of Clause 1; Points b and c of Clause 2 of Article 13;
f/ Article 14;
g/ Points a, b, c, d, e, f and g of Clause 1; Points a, b, c, d and e of Clause 3; Clause 4 of Article 15;
h/ Clause 1; Point b of Clause 2; Clause 3; Clause 4 of Article 16;
i/ Clause 2 of Article 18;
j/ Article 19; Article 22; Article 24;
k/ Points a and c of Clause 3; Points b, c and d of Clause 4; Clause 5 of Article 28;

Article 2.- Implementation effect
This Decree takes effect 15 days after its publication in the Official Gazette.
Article 3.- Implementation organization
The Minister of Public Security shall have to organize and guide the implementation of this Decree.
Article 4.- Implementation responsibility
The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the paresidents of the provincial/municipal People's Committees shall have to implement this Decree.
