The Prime Minister approved the plan on training and fostering human resources for international economic integration in the 2003-2010 period.

The plan aims to provide training and fostering so as to have by 2010 a contingent of international economic integration officials, who are professionally proficient, fluent in foreign languages, knowledgeable about international laws, thus meeting the requirements of international economic integration.

Subjects of training and fostering shall include:

- Administrative officials and employees engaged in international economic integration in the ministries, branches and localities, and managers of enterprises and commodity line associations.

- Judicial officials, including mainly lawyers and judges involved in international economic integration.

- Labor force participating in integration, including mainly export labor and workers of enterprises directly participating in import and export, and students of job-training schools.

- Administrators, researchers and lecturers of research institutes, universities, colleges and intermediate vocational schools as well as university, college and immediate vocational school students trained in specialized economic and technical branches related to international economic integration.

Training contents:

- Essential knowledge on international economic integration.

- Knowledge on international economic integration operation and skills of each integration domain.

- Support contents: Informatics, foreign languages (mainly English), languages as well as customs and practices of the countries having cooperative relations with Vietnam.

Training forms: concentrated, in-service; on-spot training and fostering, through-work training, study tours and surveys; training and fostering at home and abroad.

Plan implementation schedule: 2 phases:

- The 2003-2005 phase: To elaborate training and fostering programs, documents for the subjects participating in international economic integration; to train and foster teachers and concentrate efforts on training and fostering persons directly participating in international economic integration.

- The 2006-2010 phase: To supplement, perfect and raise the quality of training and fostering programs, documents along the direction of specialization; to raise the quality of the contingent of teachers; to train, foster and raise the qualifications of the subjects participating in integration, and build the force of international economic integration experts in all domains.

Funds for the implementation of this plan shall be mobilized from the State budget, enterprises, commodity line associations, projects, international organizations, foreign countries and trainees themselves.- (Summary)
