Issued together with this Decision is the Regulation on preservation and archival of electronic vouchers already used for accounting and settlement of the payment service-providing organizations’ capital.

Electronic vouchers are preserved and archived in papers (form of preservation and archival in papers) or directly in form of electronic data by electronic, optical or similar method (form of electronic data preservation and archival).

The payment service-providing organizations may select and apply electronic voucher preservation and archival form in conformity with the payment particularities and technology-applying capabilities of their own organizations.

Electronic vouchers related to lawsuits, disputes or cases which have been being or not yet adjudicated, or which prescribe the archival duration of more than 20 years, shall be preserved and archived only in papers.

Requirements for the payment service-providing organizations in conducting electronic data self-preservation and -archival:

- To elaborate schemes on preservation and archival of electronic data and submit them to the State Bank Governor for approval before preserving and archiving electronic data;

- To have adequate machinery and technical equipment as well as archival places for preserving and archiving electronic data as well as in service of exploitation and use of electronic data;

- To elaborate technical process for electronic data preservation and archival.

This Decision replaces Part I, Section B of the State Bank Governor’s Decision No. 308/QD-NH2 of September 16, 1997 promulgating the Regulation on elaboration, use, control, handling, preservation and archival of electronic data of banks and credit institutions.- (Summary)
