The Prime Minister requests the ministries, the ministerial-level agencies, the agencies attached to the Government and the People�s Committees of all levels to make a final review of the work of prevention, combat and overcoming of consequences of floods and storm of the previous year, which shall serve as basis for efficiently elaborating plans and options for the subsequent years; consolidate the organization of the steering committees for flood and storm prevention and combat of various levels and branches and organize the practice and implementation of the options on flood, storm and natural disaster prevention and combat; make plan for the close coordination among the flood and storm prevention and combat forces; ensure the communication network as well the systems for warning and forecasting for the smooth operation in all circumstances; and make periodical reports on the work of flood and storm prevention and combat.

The Decision also specifies responsibilities of the provincial People�s Committees and responsibilities of each ministry or branch involved in the work of flood and storm prevention and combat as well as natural disaster reduction.- (Summary)
