This Decree, which takes effect 15 days after its publication in the Official Gazette, applies to State agencies, political organizations, socio-political organizations, social organizations, socio-professional organizations, economic organizations and the people's armed force units, and prescribes the clerical work, including the compilation and promulgation of their documents, management of documents and other materials in the course of operation of such agencies and organizations; as well as the management and use of seals in the clerical work.

It annuls Section I - official dispatch and paper works, of the Regulation on official dispatch and paper work and archival work, promulgated together with Decree No. 142/CP of September 28, 1963 of the Government Council, and the previous stipulations contrary to it.- (Summary)
