DECREE No. 107/2004/ND-CP of April 1, 2004 prescribing the number of vice-presidents and membership structure of People's Committees of all levels
Under this Decree, which takes effect 15 days after its publication in the Official Gazette, the People's Committees of Hanoi and Ho Chi Minh cities shall be composed of 13 members each, including a president, 5 vice-presidents and 7 members.
The People's Committees of provinces having a population of 2,000,000 or more each or a land area of 10,000 km2 or more each, and of centrally-run cities being class-I urban centers (excluding Hanoi and Ho Chi Minh city) shall be composed of 11 members each, including a president, 4 vice-presidents and 6 members.
The People's Committees of the provinces and centrally-run cities other than those mentioned above shall be composed of 9 members each, including a president, 3 vice-presidents and 5 members.
The People's Committees of rural districts having a population of 150,000 or more or a land area of 1,000 km2 or more each, and of districts having 30 commune-level administrative units each, shall be composed of 9 members each, including a president, 3 vice-presidents and 5 members.
The People's Committees of rural districts as well as provincial towns and cities other than those mentioned above shall be composed of 7 members each, including a president, 2 vice-presidents and 4 members.
The People's Committees of urban districts and provincial cities being class-II urban centers shall be composed of 9 members each, including a president, 3 vice-presidents and 5 members.
The People's Committees of mountainous and island communes having a population of 5,000 or more each, delta and midland communes having a population of 8,000 or more each, and border communes, shall be composed of 5 members each, including a president, 2 vice-presidents and 2 members.
The People's Committees of communes other than those mentioned above shall be composed of 3 members each, including a president, a vice-president and a member.
The People's Committees of wards and district townships shall be composed of 5 members each, including a president, 2 vice-presidents and 2 members.
This Decree replaces Decree No. 174/CP of September 29, 1994, annulling all previous regulations contrary hereto.- (Summary)
