The Justice Minister issued this Circular to prescribe emulation and commendation principles; emulation organization; subjects to be commended and/or rewarded; commendation forms and criteria; procedures for, and dossiers of, application for commendation; tasks and powers of the Emulation and Commendation Councils of all levels; funding for emulation and commendation as well as handling of violations and settlement of complaints and denunciations related to emulation and commendation.

This Circular takes effect 15 days after its publication in the Official Gazette and replaces the Justice Ministry's Circular No. 06/2001/TT-BTP of November 8, 2001 guiding the work of emulation and commendation in the judicial sector, annulling all previous guiding documents contrary thereto.- (Summary)
