Subject to this Circular are State enterprises, organizations and units, of which the wage unit prices are expertised and assigned by the competent levels according to responsibility assignment, including:

- State enterprises conducting production and business activities under the Law on State Enterprises;

- State enterprises engaged in public-utility activities under the Law on State Enterprises;

- Organizations and units of administrative and public-service agencies, Party, associations and self-financing massorgnaizations, which are licensed to conduct production, business and service activities.

This Circular guides the calculation of the average labor productivity growth rate and the average wage increase rate for the determination of wage unit price in State enterprises. If the wage unit price is calculated according to the norm of kind, the labor productivity shall be calculated in kind; if the wage unit price is calculated according to the norm of value, labor productivity shall be calculated in value too. The labor productivity to be determined by enterprises must be equal to the number of wage unit prices they formulate for expertise.- (Summary)
