Directive No.15-GDDT of August 9, 1997 on the tasks of the 1997-1998 school year: pre-school education, general education, regular education and vocational education.

The general task of the 1997-1998 school year is to bring into play the progress made in the previous year, strengthen and enhance the management, actively build a pedagogic environment, and the school�s order and discipline; to promote the coordination between the school, the family and the society; to build the contingent of teachers, upgrade material bases, strive to raise the quality and efficacy of education and training and expand the scope thereof, thus creating premises for the development in the years to come then a vigorous development at the beginning of the 21st century.

Regarding the pre-school education: To strive to mobilize 10%-12% of crech and kindergarten children, 40% of the 3-5 year old children and 80% of the 5 year olds in at least 65%-70% of provinces and cities nationwide, to pre-school institutions. To promote the training and fostering of pre-school teachers.

Regarding the general education:

The primary education: To speed up the universalization of primary education in provinces that have not attained the national standards; to expand the secondary education through diversifying forms of junior high-schools and senior high-schools; to raise the quality of vocational training and the teaching of foreign languages and informatics in the secondary schools.

Regarding the regular education: To develop the post-literacy classes and organize examinations for certificates of primary education graduation; to raise the quality of the complementary part-time education; to closely control foreign languages� and informatics� centers.

For the intermediate vocational education and job training: To encourage the development of the non-State job-training establishments; to rearrange the existing job-training schools and enhance the investment in equipping such schools with modern facilities, thus raising the quality of vocational and job training.- (Summary)
