- Establishing the provincial/municipal Service for Agriculture and Rural Development on the basis of merging and restructuring the existing State management organizations in charge of agriculture, forestry and water resources.

- Establishing the provincial/municipal Service for Planning and Investment on the basis of merging and restructuring the Planning Committee and those organizations in charge of cooperation and investment in each province or city directly under the Central Government.

- Dissolving the Electricity Supply Service of the provinces or the cities directly under the Central Government and assign the function of State management of electricity to the provincial/ municipal Service for Industry, and the electricity production and business to the Vietnam Electricity Corporation.
