Inter-ministerial Circular No. 6/TTLT/BKH-TC of April 29, 1997 guiding the implementation of Decision No.531-TTg of August 8, 1996 of the Prime Minister on the management of the national programs.
This Circular guides the following contents: the planning of national programs; financial mechanism for the national programs; the management and administration of national programs.
The planning of the national programs involves the following processes: proposing programs and projects; drawing up programs and projects; examining and approving programs and projects; executing programs and projects; monitoring and evaluating programs and projects.
The Ministry of Planning and Investment shall act as a coordinator to assist the Government in managing the national programs; and shall have to coordinate with the Ministry of Finance and the Office of the Government in summing up the situation and reporting to the Prime Minister, detect the difficulties and arising problems and report them to the Prime Minister for timely resolution.
The Ministry of Planning and Investment shall assume the main responsibility and coordinate with the Ministry of Finance and the concerned ministries, branches and localities in evaluating the national programs. The Ministry of Planning and Investment shall also have to make reports on the evaluation, to draft decisions on approval of national programs and submit them to the Prime Minister for consideration and decision. The time limit for evaluating a national program shall be 45 days from the date of receiving in full the proper dossier.-
