THE MINISTRY OF EDUCATION AND TRAINING

Circular No.01/GD-DT of February 3, 1997 guiding the teaching and learning of the spoken and written languages of ethnic minorities.

On February 22, 1980, the Government Council issued Decision No.53-CP on the policy regarding the written languages of ethnic minorities. The Law on the Universalization of Primary Education stipulates: primary education is carried out in Vietnamese. The ethnic minorities have the right to use their own spoken and written languages together with Vietnamese in primary education.

The Ministry of Education and Training issued this Circular to guide some specific points in the implementation of the above-said policy.- (Summary)
