JOINT CIRCULAR No. 02/2000/TTLT/BTM-BCN OF FEBRUARY 18, 2000 ON NON- IMPORT OF READY-MADE SHOE UPPERS FOR EXPORT SHOE PRODUCTION AND PROCESSING

In futherance of the Prime Minister’s instructions in Official Dispatch No. 370/VPCP-CN of January 28, 2000; in order to help the leather shoe industry gradually develop; to encourage enterprises to increase the percentage of domestic raw materials in the production of shoe uppers and ensure jobs for laborers therein, the Ministry of Trade and the Ministry of Industry hereby unanimously stipulate the following:

1. Not to import the ready-made shoe uppers which can be produced at home for export shoe production and processing.

2. For types of shoe uppers made with new technology, which can not be produced at home, the enterprises which have the demand to import them must obtain the written certification from the Ministry of Industry. Basing itself on the Minisstry of Industry’s certification, the General Department of Customs shall complete the import procedures for such enterprises.

In the course of implementation, if any problems arise, the enterprises should immediately report them to the Ministry of Trade and the Ministry of Industry for solution.
