DIRECTIVE No. 08/2001/CT-TTg of April 27, 2001 on concentrating efforts on a number of measures to limit traffic accidents and traffic congestions
The Prime Minister requests the ministries, branches and People�s Committees of various levels to strictly implement Directive No. 33/CT-TTg of December 27, 1999 on enhancing the State management responsibility to ensure traffic order and safety and immediately perform the following tasks:
The Ministry of Public Security: To enhance the work of inspecting and handling violations of traffic order and safety; work out and implement plans on line and route division and traffic direction; apply measures to prevent at any cost illegal motorbike races; to supply with priority devices to promptly detect drunken drivers, or those who use drugs or other dopes for strict handling thereof.
The Ministry of Communications and Transport: To continuously and widely propagate the wearing of crash helmets by motorbike riders; well implement the evaluation of crash helmets quality in conformity with Vietnam�s conditions, so as to ensure that, by June 2001, there will be enough helmets sold on the markets at reasonable prices; enhance the inspection over the work of vehicle safety expertise; revise, inspect and reevaluate the safety of railway routes; and well organize the driving courses and examinations for granting of driving licenses.
The Ministry of Education and Training: To direct the provincial/municipal Education and Training Services, and the principals of universities, colleges and vocational intermediate schools to assume the prime responsibility and coordinate with local functional bodies in inspecting the riding of motorbikes by school pupils.
The provincial/municipal People�s Committees: To step up the application of measures to limit traffic accidents and traffic congestion in their localities.
The Central Committee of the Vietnam Fatherland Front: To work out the program on the dissemination of legislation on traffic order and safety among people of all strata for them to know, so as to educate the sense of law observance for the entire population.
The mass media: To widely propagate the contents of this Directive and promptly reflect cases of violating regulations in the field of traffic order and safety.- (Summary)
