THE MINISTER OF SCIENCE, TECHNOLOGY AND ENVIRONMENT
Pursuant to the Government�s Decree No. 22/CP of May 22, 1993 on the tasks, powers and organizational structure of the Ministry of Science, Technology and Environment;
Pursuant to the Prime Minister�s Decision No. 82/2001/QD-TTg of May 24, 2001 approving major scientific and technological orientations, objectives and tasks and the list of key State-level scientific and technological programs in the 2001-2005 five-year period;
At the proposals of the Director of the Department for Industrial Sciences and Technologies Management and the Director of the Planning Department,
DECIDES:
Article 1.- To approve the major objectives and contents of the key State-level scientific and technological program in the 2001-2005 5-year period: "Scientific research in and development of information and communication technologies", Code: KC.01 (the enclosed appendix).
Article 2.- The Director of the Department for Industrial Sciences and Technologies Management , the Director of the Planning Department, the Director of the Ministry�s Office, the heads of the units under the Ministry of Science, Technology and Environment and the heads of the concerned agencies and organizations shall have to implement this Decision.

a/ Objectives:
- To build scientific and technological potentials for use as basis for receiving, adapting, mastering, innovating and developing information and communication technologies.
- To develop oriented basic technologies with a view to supporting the import, transfer and development of technologies in the fields of electronics, information and communication technologies.
- To apply advanced technologies in the fields of electronic, information and communication technologies in service of socio-economic development, security and defense.
b/ Major contents:
- To conduct basic research for use as basis for technologies of manufacturing new electronic components such as nano-microelectronics; nano-optoelectronics; ASIC technology; photonic reception-transmission and switching technologies.
- To research in the wider use of LINUX operating system; to build and use widely on an experimental basis parallel processing systems; simulation technology; to secure information and computer network safety; to identify voices and pictures; multi-media man-machine interface; virtual reality and 3D technology; knowledge technology (AI), CAD, GIS and DVD.
- To develop telecommunications network on the basis of IP technology; the second-generation Internet; satellite information technology; VINASAT satellite end-terminals; digital radio and television broadcasting technology; the third-generation mobile communication up to IMT 2000 standard; to increase the access speed on the basis of photo-electronics integration; to develop software technology.-
