The Circular guides the allowance conditions and levels as well as sources for payment of the allowance to personnel working in the State-run sanitoriums and social relief establishments of the ministries, branches and localities, who are assigned the task of permanently and directly caring for the severely disabled and HIV/AIDS-infected children with such specific jobs as feeding and helping them in travel, washing, personal sanitation and hygiene in their living rooms.- (Summary)
