CIRCULAR No.28/1999/TT-BTC of March 13, 1999 guiding the management and allocation of State budget capital for the project of planting 5 million ha of forests under the Prime Minister�s Decision No.661/QD-TTg of July 29, 1998

State budget capital allocated to the project of planting 5 million ha of forests shall include capital for investment, capital for non-business administrative sector and capital in support of the planting of production forests, included in the annual State budget expenditure plan already ratified by the National Assembly.

Basing itself on the State�s plan norms set for the project of planting 5 million ha of forests, the Ministry of Finance shall allocate capital for projects ratified by the competent agencies through the system of State Treasuries. The project management agency shall have to allocate the plan norms to each project according to the plan announced by the State; and guide and direct the project owners to implement the projects according to the ratified plan.- (Summary)
