Subject to this Circular are projects on encoura-ging the development of aquatic breeds, which have been approved by competent authorities according to the provisions at Point 1, Article 4 of the Prime Minister’s Decision No. 103/2000/QD-TTg of August 25, 2000 on a number of policies to encourage the development of aquatic breeds.

The projects on encouraging the development of aquatic breeds approved by certain authorities shall be financed by such authorities.

The Circular also specifies the contents of spending items for the implementation of the projects and the financial management of projects approved and implemented by the Ministry of Aquatic Resources as well as those approved and implemented by localities.- (Summary)
