Pursuant to the Government�s Decree No. 22/CP of May 22, 1993 on the tasks, powers and organizational structure of the Ministry of Science, Technology and Environment;
Pursuant to the Prime Minister�s Decision No. 82/2001/QD-TTg of May 24, 2001 approving the major scientific and technological orientations, objectives and tasks and the list of key State-level scientific and techno-logical programs in the 2001-2005 five-year period;
At the proposals of the Director of the Department for Management of Agricultural Sciences and Technologies and the Director of the Planning Department,
DECIDES:
Article 1.- To approve the major objectives and contents of the key State-level scientific and technological program in the 2001-2005 five-year period: "Scientific research in and development of the biological technology", Code: KC.04 (appendix enclosed herewith).
Article 2.- The Director of the Department for Management of Agricultural Sciences and Technologies, the Director of the Planning Department, the Director of the Ministry�s Office, the heads of the units under the Ministry of Science, Technology and Environment, and the heads of the concerned agencies and organizations shall have to implement this Decision.

MAJOR OBJECTIVES AND CONTENTS OF THE KEY STATE-LEVEL SCIENTIFIC AND TECHNOLOGICAL PROGRAM IN THE 2001-2005 FIVE-YEAR PERIOD: "Scientific research in and development of biological technology", Code: KC.04
(Issued together with Decision No. 19/2001/QD-BKHCNMT of June 11, 2001 of the Minister of Science, Technology and Environment)
a) Objectives:
- To build scientific and technological potentials which shall serve as basis for the reception, adaptation, mastery, improvement and development of bio-technology.
- To develop base technologies to serve as basis for the research in and development of manufacturing technologies.
- To apply modern bio-technologies in service of the development of agriculture and healthcare as well as the building of bio-industry.
b) Major contents:
- To research in and apply the molecular bio-techniques to the selection and creation of plant varieties (to research in and apply genetic technology to the creation of high-yield and high-quality varieties capable of resisting crop diseases and unfavorable conditions).
- To research in and apply high technologies to the development of the technology of producing biological preparations for agricultural plant tending and protection (synthesized bio-fertilizers, multi-purpose bio-insecticides, plant disease-diagnosing kits and plant-immunizing technology).
- To research in and develop biological technologies for the selection and creation of animal breeds, the preservation of gene resources and bio-diversity (to research in the molecular genetic techniques for use in the selection and creation of high-yield animal breeds, cloning technology, and disease-free aquatic breeds)
- To research in and produce animal protection preparations by bio-technological techniques (new vaccines for animals, animal disease-diagnosing kits, and antibiotics).
- To research in and develop biological technologies for the preservation and processing of agricultural products and food (new bio-technologies for preserving agricultural products, processing agricultural by-products into animal feeds and processing agricultural products and food into goods of high value for human use).
- To research in and perfect the technology of producing new vaccines and biological preparations for human use (the second-generation vaccines for human use, medical and biological preparations for human use, ADN techniques used in criminal diagnostics and diagnostic bio-products for human use).
- To research in and apply bio-technological techniques to the treatment of environmental pollution (treatment of urban and industrial solid and liquid wastes, treatment of insecticide residues in land and underground water resources by bio-technologies).-
