To ensure the fulfillment of the 2000 plan on dike construction and embankment before the rainy and flood reason, pending the promulgation of legal documents guiding the implementation of the Government�s Decree No.52/1999/ND-CP of July 8, 1999 and Decree No.88/1999/ND-CP of September 1st, 1999, the Ministry of Agriculture and Rural Development and the People�s Committees of the provinces and cities having dikes shall appoint bidders for dike construction or consolidation as follows:

- To appoint bidders for the survey, design and/or construction consultancy with regard to regular dike consolidation works;

- To appoint bidders for dike construction or consolidation works with investment capital of under 500 million dong;

- To appoint bidders for dike construction or consolidation works, employing public labor.-
