Issued together with this Decision was the plan on law dissemination and education of the Committee for Nationalities and the system of local agencies performing the ethnic work (the 2003-2007 period).

The plan covers objectives, requirements, contents, forms and measures of law dissemination and education as well as the implementation thereof.

The objectives set in the plan are:

- To timely and fully disseminate legal documents related to the ethnic work among officials and employees performing the State management over nationalities, especially among ethnic minority people and people living in border areas; to create conditions for officials, employees and ethnic minority people to employ law as means and tools to protect their legitimates rights and interests, raising their capacity of applying and executing law in performing their positions and tasks.

- To raise the legal knowledge and sense of law observance of officials and employees engaged in the ethnic work, ethnic minority people and people in border areas, contributing to performing tasks, enhancing order and discipline within the State apparatus as well as society, protecting social order and safety, actively integrating into the international economy, and building a law-governed State of the people, by the people and for the people in service of the cause of national industrialization and modernization.

- To build a mechanism for effective coordination in the work of dissemination and education of the legislation on ethnic work from the central to local level, putting the work of law dissemination and education into the groove.- (Summary)
