JOINT CIRCULAR No.61/1999/TTLT/BTC-BCA of June 3, 1999 guiding the management and use of the fund of the National Program for Crime Prevention and Combat
Annually, the Government shall earmark a necessary fund from the central budget for the ministries, the centrally-run agencies as well as the provinces and centrally-run cities to implement the National Program for Crime Prevention and Combat. The Steering Boards for National Program for Crime Prevention and Combat at the central and local levels shall have to coordinate with the financial agencies of different levels in closely managing the fund of the program; examining the expenditures in strict compliance with the programs contents and objectives as well as the prescribed regime, ensuring the thriftiness, efficiency and practicality.
The Circular also guides in detail the regulations on the contents of expenditure; the elaboration of budget estimates, the allocation, settlement and final settlement of the fund of the National Program for Crime Prevention and Combat.- (Summary)
