JOINT CIRCULAR NoJOINT CIRCULAR No. 51/2002/TTLT-BTC-BYT of June 3, 2002 guiding spending contents and levels for the national target program on prevention and fighting of some social diseases, dangerous epidemics and HIV/AIDS
Fundings for the national target program on prevention and fighting of some social diseases, dangerous epidemics and HIV/AIDS (called the program for short) shall be allocated from the State budget and mobilized from other capital sources according to the States regulations.
The Circular prescribes general spending contents of projects as well as specific spending contents of each project under the program.
The programs funding sources shall be managed, estimated, allocated and settled under the provisions of the State Budget Law. The units which use the programs fundings must open accounting books for recording, cost-accounting and settlement of funding sources according to the provisions of the administrative and non-business accounting regime.- (Summary)
