In order to rectify and continue raising the effectiveness and effect of the execution of civil judgments, the Prime Minister gives the following instructions:

- The Ministry of Justice shall have to expeditionsly work out measures to consolidate and perfect the organizational system of civil judgment-executing agencies, complete their payroll and increase the quality of judgment executioners; enhance the direction, inspection and handling of violations, promptly guide the settlement of troubles arising in the execution of civil judgments; work out plans on assigning localities the responsibility to execute civil judgments;

- The presidents of the People�s Committees of various levels shall have to directly organize and instruct the execution of civil judgments in their respective localities;

- Agencies and organizations, including State agencies, shall have to voluntarily execute judgments, if they fail to do it, the judgment-executing agencies shall apply measures as prescribed by law;

The Prime Minister also directs the concerned ministries and branches to propagate and disseminate the legislation on civil judgment execution; and the creation of necessary conditions for execution of civil judgment.- (Summary)
