RESOLUTION No. 07/1999/NQ-CP of July 9, 1999 on the Government�s June 1999 regular meeting

The Government held its June 1999 regular meeting on July 5-6, 1999 to discuss and resolve the following issues:

- To approve the report on measures to manage the implementation of the socio-economic tasks in the last 6 months of 1999, presented by the Planning and Investment Minister; to assign the Government Office to assume the prime responsibility and coordinate with the Ministry of Planning and Investment and the relevant agencies in completing the said report and building it into the Government�s resolution on measures to manage the implementation of the tasks of the second half of the year, then submitting it to the Prime Minister for signing and promulgation before July 15, 1999.

- To approve the report reviewing the 5-year implementation of the Government�s Resolution No. 38/CP of May 4, 1994 on improvement of administrative procedures in the settlement of citizens� and organizations� affairs, which is presented by the Minister-Director of the Government Office.

- To approve the Government�s draft decree on the policy of promoting socialization in the fields of education, health care, culture and sports, and decree detailing and guiding the implementation of the Complaint and Denunciation Law. To assign the Ministry of Finance and the State Inspectorate to coordinate with the Government�s Office and the concerned agencies in finalizing the two said draft decrees and submitting them to the Prime Minister for signing and promulgation in July 1999.

- To approve the proposal of the Vietnam State Bank and the Government Office on the establishment of a National Monetary Policy Advisory Council, which shall advise the Government on deciding matters falling within the Government�s tasks and powers, regarding monetary policy as prescribed by the State Bank Law.

Also at this meeting, the Minister-Director of the Government Office submitted to the Government a report reviewing the direction, management and the implementation of the working regulation of the Government in the first six months of 1999. In the past 6 months, the Government concentrated on the unified, concrete and strict direction and management with attention paid to key issues; promptly worked out right solutions for implementation thereof in line with the already adopted action program. The Government�s working style, meanwhile, has changed for the better in many fields. However, there remain a number of burning issues such as the coordination in handling the inter-branch problems; the elaboration and implementation of the working program and administrative reform; the elaboration of regulations and inspection of the implementation thereof as well as the information and reporting work�, which have yet seen positive changes.- (Summary)
