This Decree takes effect 15 days after its publication in “CONG BAO” and replaces Decree No. 156/HDBT of December 17, 1981, of the Council of Ministers (now the Government) ,defining the functions, tasks, powers and organizational structures of the Offices of provincial-level People’s Committees.- (Summary)
