To establish the Steering Committee against smuggling, fake goods and trade fraud, which is headed by the Minister of Trade.

The Steering Committee against smuggling, fake goods and trade fraud shall have the following tasks and powers:

- To assist the Prime Minister in directing and organize the coordination among ministries, branches and localities in the fight against smuggling, fake goods and trade fraud;

- To monitor, inspect and urge ministries, branches and provincial/municipal People�s Committees to perform their assigned functions and tasks; settle complicated matters involving various ministries, branches or localities in the fight against smuggling, fake goods and trade fraud;

- To sum up the situation and evaluate the results of the fight against smuggling, fake goods and trade fraud, conducted by ministries, branches and localities, and submit them to the Prime Minister; to propose to the Prime Minister guidelines and measures to raise efficacy of the fight against smuggling, fake goods and trade fraud;

- In case of necessity, the Steering Committee against smuggling, fake goods and trade fraught shall decide the establishment of direct inspection working teams in order to well execute its tasks.- (Summary)
