The Government Steering Committee for demarcation and placing of border markers on Vietnam-China land border shall be composed of Deputy Prime Minister Vu Khoan as its head, Vice Minister for Foreign Affairs Le Cong Phung, who is also head of the Border Commission under the Ministry for Foreign Affairs, as its standing member, and representatives of the concerned ministries and branches as its members.
The Border Commission under the Ministry for Foreign Affairs shall act as the Steering Committee�s Standing Body.
The Steering Committee shall have to following tasks and powers:
- To direct the implementation of the Vietnam-China Land Border Agreement; to settle outstanding problems in the Agreement and new issues arising in the course of demarcation and placing of border markers and propose to the competent agencies appropriate handling guidelines and measures.
- To direct the elaboration and realization of the overall plan on demarcation and placing of border markers on Vietnam-China land border.
- To direct the bilateral negotiations in order to finalize legal and technical documents; to guide the ministries, branches and localities in preparing for the demarcation and placing of border markers.
- To direct, handle and inspect the ministries, branches and localities in performing the task of demarcation and placing of border markers. To direct and handle inter-branch issues on the demarcation and placing of border markers; to combine border sovereignty protection, national defense and security maintenance, and strict management of border with socio-economic development in border regions.
- To direct the drafting and signing of a protocol on Vietnam-China land border; to publish the protocol and attached maps; to set up a database in service of border control activities; to direct localities in settling issues related to the hand-over and adjustment of land along the borderline already defined and placed with border markers.
- To arrange personnel for the demarcation and placing of border markers.
- To make regular and irregular reports on unexpected and important issues falling beyond its competence. To request the ministries, branches and localities to report on the situation and results of implementing the task of demarcation and placing of border markers and provide information related to complicated issues arising in the course of demarcation and placing of border markers.- (Summary)
