DECISION
Approving the list of communes meeting with special difficulties which have fundamentally achieved objectives of the program on socio-economic development in communes meeting with special difficulties in mountainous ethnic minority, border, and deep-lying and remote areas (program no. 135 of the 1999-2005 period)
THE PRIME MINISTER
Pursuant to the December 25, 2001 Law on Organization of the Government;
Pursuant to the Prime Minister's Decision No. 135/1998/QD-TTg of July 31, 1998, approving the program on socio-economic development in mountainous, deep-lying and remote communes meeting with special difficulties;
At the proposal of the Minister-Chairman of the State Nationalities Commission,
DECIDES:
Article 1.- To approve the list of 671 communes meeting with special difficulties which have fundamentally achieved the objectives of the program on socio-economic development for communes meeting with special difficulties in mountainous ethnic minority, border, and deep-lying and remote areas (hereinafter called Program No. 135 of the 1999-2005 period for short). The list of communes having fundamentally achieved the objectives of Program No. 135 of the 1999-2005 period is promulgated together with this Decision.
Article 2.- Poor households and members of poor households as defined in the Prime Minister's Decision No. 170/2005/QD-TTg of July 8, 2005, promulgating the poverty line for the 2006-2010, and pupils of communes having fundamentally achieved the objectives of Program No. 135 of the 1999-2005 period; cadres, civil servants, army officers, and police officers currently working in communes having fundamentally achieved the objectives of Program No. 135 of the 1999-2005 period specified in this Decision shall continue enjoying current priority policies for communes under Program No. 135 till the end of 2008.
Article 3.- This Decision takes effect 15 days after its publication in "CONG BAO." All previous regulations contrary to the provisions of this Decision shall be annulled.
Article 4.- Ministers, heads of ministerial-level and government-attached agencies, and presidents of provincial/municipal People's Committees shall have to implement this Decision.
