Households permanently residing in frequently flooded areas in An Giang, Dong Thap, Long An, Tien Giang, Kien Giang, Can Tho and Vinh Long provinces shall be entitled to purchase on deferred payment house foundations and dwelling houses in residential clusters and lines under plannings in order to ensure their safe and stable life.

Foundation-raising investment capital sources for selling on deferred payment house foundations to people: 50% of the total investment capital shall be covered by the central budget, and the remaining 50% shall be mobilized by the Development Assistance Fund.

Investment capital sources for building dwelling houses for selling on deferred payment to people: 50% of the total investment capital shall be proportioned by the central budget to the Bank for the Poor; and the remaining 50% shall be mobilized by the Bank for the Poor.- (Summary)
