The State shall provide a number of newspapers and gazettes in order to enhance the information work in service of the cause of political and socio-economic development in areas inhabited by ethnic minority people and mountainous areas.

The Decision clearly states the types of newspapers and gazettes, scope and subjects of distribution; the financial mechanism and assignment of responsibilities of relevant ministries and branches in providing newspapers and gazettes for the above-said areas.- (Summary)
