Subjects of training and fostering are:

- Administrative employees working in the Party�s and the State�s agencies, and central and local associations;

- Public-service employees;

- Cadres in communes, wards and district towns.

The objective of this plan is to raise the knowledge as well as managerial, administrative and executive capabilities of officials and employees, so as to meet the requirements of the national industrialization and modernization. In the 2001-2005 period, to strive to achieve the following specific targets:

- For administrative employees: To ensure that 100% of administrative employees of high-level specialists, main specialists and specialists satisfy the requirements set for their grades regarding the State management knowledge and political theory; employees aged under 50 by the year 2000, in the specialists� grades who have not yet obtained university degrees must get the tertiary training; and, initially, to formulate and build up a contingent of top specialists in the administrative fields.

- For public-service employees: To strive for the target that 50% of public-service employees shall be trained and fostered to raise their professional qualifications as well as skills and methods for the performance of public duties; and 100% of them shall be fostered and updated with legal knowledge and officials� morality.

- For cadres in communes, wards and towns: To ensure that annually 20% of cadres in communes, wards and towns shall be trained, fostered and updated with political theory, State management knowledge or professional skills according to the nature and requirements of their work; to provide intermediate- or higher-level training and fostering on administration, political theory, and professional skills for various titles according to working requirements.- (Summary)
