To carry out the experimental assignment of package payroll and operation funding to the General Department of Tax under the Ministry of Finance for the period of three years, from 2002 to the end of 2004.

The experiment must ensure the following objectives and requirements:

- To renew the mechanism for management of payroll and operation funding of the tax sector, from the central to grassroots levels;

- To well perform the functions and tasks assigned by the State to the tax sector; to accelerate the restructuring of the tax sector�s apparatus so as to raise the efficiency and quality of the State management of tax;

- To taking initiative in creating funding sources, to practice thrift and combat wastefulness in the use of funding; to modernize the work of taxation management; to raise the efficiency and quality of the inspection, examination and combat of the State budget under-collection; and to improve the material and technical foundations for tax bodies;

- To raise the quality of the contingent of tax officials and employees, ensure the effectiveness and efficiency of the operation of tax offices of various levels and increase the officials� and employees� incomes.

- To ensure the publicity, democracy as well as the legitimate interests of tax officials and employees.

The number of officials and employees on payroll experimentally assigned to the General Department of Tax is 40,000.

The level of experimentally assigned funding is equal to 2% of the total amounts annually remitted to the State budget by the General Department of Tax.- (Summary)
