This Circular applies to the campaign "the entire population unites to build up a cultural life in population quarters" organized for implementation by Vietnam Fatherland Front committees at all levels, the national programs and projects as well as the irregular campaigns to raise funds in order to support people in overcoming natural calamities? consequences, and international assistance under the direction of the Party and the Government, launched by the Presidium of the Central Committee of Vietnam Fatherland Front.
