- Revising the provisions of civil laws currently in force for their abrogation, amendment, supplement or replacement in the light of the Civil Code. This work must be completed before April 30, 1996.

- The Office of the Government shall coordinate with the Ministry of Justice in preparing detailed plans for and supervising the elaboration of documents by the Government, ministerial-level agencies and agencies attached to the Government to concretize the Civil Code. Priority shall be given to the elaboration of documents on urgent issues for the enforcement of the Civil Code from July 1st, 1996.

- To popularize and disseminate the Civil Code through practical and effective forms. The Ministry of Justice shall work with the Ministry of Culture and Information and the other concerned agencies, the People's Committees at various levels in directing and launching a campaign for wide popularization and dissemination of the Civil Code among the cadres and people. The Ministry of Justice shall coordinate with the other concerned agencies in compiling materials and organizing refresher courses on the Civil Code. The Ministry of Justice shall also coordinate with the Ministry of Science, Technology and Environment in conducting research on a number of scientific themes regarding the scientific and practical bases for the enforcement of the Civil Code.- (Summary)
