This Circular guides the conditions for recruitment, labor contracts, probation and appointment, and management, of officials and public employees.

It replaces Circular No. 04/1999/TT-BTCCBCP of March 20, 1999 of the Government’s Commission for Organization and Personnel, guiding the implementation of the Government’s Decree No. 95/1998/ND-CP of November 17, 1998 on the recruitment, employment and management of public employees, and Circular No. 32/TCCP-BCTL of January 20, 1996 of the Government’s Commission for Organization and Personnel, guiding contents and forms of examination for recruitment of officials and public employees. To terminate the effect of Official Dispatch No. 197/BNV-CCVC of September 12, 2002 on consideration for rank transfer for officials, specialists or the like. It takes effect 15 days after its publication in the Official Gazette.- (Summary)
