Funding for the implementation of the national target program on education and training shall be apportioned within the central budget expenditure estimates.

The allocation, management, payment and settlement of the program's funding shall be effected in strict accordance with the current provisions of the State Budget Law. The ministries, branches and localities shall have to coordinate with financial bodies of various levels in strictly managing the program's funding and inspecting spending items in accordance with prescribed objectives, contents and regimes.- (Summary)
