RESOLUTION NoRESOLUTION No. 40/2000/QH10 OF DECEMBER 9, 2000 ON RENOVATING THE PROGRAM OF GENERAL EDUCATION
THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to Article 84 of the 1992 Constitution of the Socialist Republic of Vietnam;
Pursuant to the Education Law;
After examining the Report of the Government on the policy of renovating the program of general education and the verifying report of the Commission for Culture, Education, Youth, Youngsters and Children of the National Assembly, and consulting with members of the National Assembly,
RESOLVES:
To approve the proposal of the Government on the policy of renovating the program of general education, at the same time lay stress on some following questions:
I. OBJECTIVE OF THE RENOVATION OF THE PROGRAM OF GENERAL EDUCATION
The objective of the renovation of the program of general education is to elaborate the contents of a new program and method of education and text-books of general education aimed at raising the quality of all-round education for the young generation, meeting the requirements of developing the human resources in service of the national industrialization and modernization, in conformity with the realities and traditions of Vietnam and attaining the general education level of the developed countries in the region and the world.
The renovation of the program of general education must reflect the objective and requirements in terms of contents and method of education of the various grades and levels of education prescribed in the Education Law; overcoming the limitations of the existing program and text-books; increasing the practicability, the practical skills, the capabilities for self-study; attaching importance to social sciences and humanities knowledge; supplementing the achievements of modern sciences and technologies compatible with the capability of acquisition of the students.
To ensure the unity, inheritance and development of the program of education; to strengthen the continuity between general education, vocational education and higher education; to achieve the diversification in the national education system in order to create the balance in structure of the human resources; to ensure the unity in the standard knowledge and skills, and to set up a plan on applying the program and text-books suitable to the circumstances and conditions of different regions in the country.
To renovate the contents of the program and text-books; to ensure that the method of teaching and learning must be conducted synchronically with the upgrading and renovation of the teaching equipment; to organize appreciation and examination, standardization of the school buildings, the training and fostering of teachers and the management of education.
II. TIME SCHEDULE FOR THE RENOVATION OF THE PROGRAM OF GENERAL EDUCATION
The elaboration of the program, compilation of text-books, experimentation, review and drawing of experiences must be made seriously but urgently in order to achieve the objectives mentioned above with a view to gradually applying on a wide scale the new program and text-books beginning at the 1st and 6th grades as from the school-year 2002-2003, then from the 10th grade in the school year 2004-2005, so that all the last grades of all levels will study according to the new program and the new text- books in the school year 2006-2007.
III. ORGANIZATION OF THE RENOVATION OF THE PROGRAM OF GENERAL EDUCATION
1. The Government is entrusted with directing the renovation of the program of general education. Yearly it shall have to report to the Standing Committee of the National Assembly on the results and the tempo of implementation.
The Ministry of Education and Training shall have to mobilize and rally scientists, pedagogists and managers of education with profound knowledge and good experiences in general education and competent teachers to take part in the compilation, experimentation and examination of the new program and text books and guide their application in different regions; to compile programs of teaching and learning foreign languages and informatics at the general education schools; to renovate the training programs at the teachers schools and pedagogic departments; to organize refresher courses so that the teachers have the capability to teach according to the new program and text-books; to guide the localities in building and developing technical general secondary schools so that the students can master both the level of general secondary education and have the knowledge and vocational know-how to be assigned to different branches after basic secondary education.
The Ministry of Finance, the Ministry of Planning and Investment, the Government�s Commission for Organization and Personnel and the related ministries and branches together with the Ministry of Education and Training shall have to assure the funding, material bases, personnel and build policies with regard to the teachers in order to effectively carry out the renovation of the program of general education.
The People�s Committees of the provinces and centrally-run cities shall have to guide the implementation of the renovation of the program of general education in the localities; to train a contingent of teachers with the necessary number, synchronous composition and up to the required standard in training as prescribed by the Education Law; to upgrade and build schools, classrooms and equipment as required by the standard.
The Vietnam Fatherland Front Committee and its member organizations shall supervise the implementation of the renovation of the general education program.
2. The Standing Committee of the National Assembly, the Commission for Culture, Education, Youth, Youngsters and Children of the National Assembly are entrusted with supervising the implementation of the renovation of the program of general education. The Nationalities Council, the other Commissions of the National Assembly, the delegations of the National Assembly and the National Assembly members, the People�s Councils at all levels and their members shall have to supervise the renovation of the program of general education within the scope of their responsibilities.
This Resolution was passed by the Xth National Assembly of the Socialist Republic of Vietnam at its 8th session on December 9, 2000.
