In furtherance of the regulations on ensuring land-road traffic order and safety and urban traffic order and safety, the Ministry of Communications and Transport issued the standards and regulations on periodical inspection of technical safety and environmental protection for land-road motorized transport means (expertise) applicable to all registry stations. There have been 79 registry stations with 93 expertise chains throughout the country. 100% of the registry stations have been mechanized, thus contributing to raising the expertise quality.
In order to enhance the enforcement of the Land-Road Traffic Law in the expertise work, and to reorganize and definitely overcome problems and shortcomings in this work, the Minister of Communications and Transport hereby instructs:
The agencies attached to the Ministry shall base themselves on their respective functions and tasks to revise expertise-related legal documents. Those which are not yet available must be elaborated for promulgation and application as from February 1, 2003. The Registry of Vietnam shall assume the prime responsibility and coordinate with the functional agencies in finalizing in January 2003 the draft decree on elimination of passenger- or cargo-transport means with expired use duration.
The Registry of Vietnam shall assume the prime responsibility and coordinate with the provincial/municipal Communications and Transport Services in organizing the inspection and revision of the quality of the contingent of officials engaged in the expertise work.
The Peoples Committees of the provinces and centrally-run cities shall continue creating conditions for investment in modern equipment in service of the expertise work in order to raise the expertise quality; direct the attached functional agencies to enhance examination and inspection at registry stations under their respective management.
The registry stations must comply with Standard 22 TCN 226 01, standard for the land-road motorized transport means registry stations, issued together with Decision No. 4135/2002/QD-BGTVT of December 5, 2001 of the Minister of Communications and Transport.- (Summary)
