On the basis of the session�s agenda, the National Assembly resolves:

- To highly value the results of the election of deputies to the XIth National Assembly held on May 19, 2002; to verify the capacity of 498 persons who had won that election.

- To welcome, acknowledge and highly value the opinions and proposals of voters throughout the country at the meetings held between voters and candidates to the XIth National Assembly; to request its agencies, the Government, the Supreme People�s Court, the Supreme People�s Procuracy, Vietnam Fatherland Front�s Central Committee, the concerned agencies and organizations, various levels and branches, according to their functions and tasks, to strictly study and accept the opinions of voters, settle in time their legitimate proposals, especially urgent matters of public concern, and report the settlement results to the National Assembly at its sessions.

- To express its unanimous agreement with the contents of the important speech delivered by the General Secretary of Vietnam Communist Party�s Central Committee at the opening meeting of this session. The speech contains the Party�s guidlines and ideas on the continued promotion of the people�s right to mastery and building of a law-governed socialist State in the new period, the orientations for the National Assembly�s operation throughout its tenure, aiming to raise the quality and efficiency of the performance of its functions of law-making, supreme supervision and making decisions on the especially important issues of the country.

- To elect and approve the personnel of the State apparatus.

- To agree with the supplementary reports of the Government on the realization of the 2001 socio-economic development and State budget plans as well as the implementation of the tasks, plans and State budget in the first six months of 2002; to request the Government and the State agencies to concentrate their efforts on directing the application of resolute solutions with a view to achieving the highest results in attaining the 2002 socio-economic and State budget targets prescribed in the Resolution adopted by the Xth National Assembly; to pay special attention to some solutions aiming to boost production and business and remove difficulties and obstacles in order to obtain the highest export turnover, to take initiative in preventing and combating natural disasters so as to minimize damage; to ensure the State budget revenues and expenditures, and to efficiently apply synchronous measures to combat smuggling, wastefulness, corruption, social evils and traffic accidents.

- To request its bodies to coordinate closely with the concerned agencies and organizations in preparing the law- and ordinance - making programs and the supervision programs of the XIth National Assembly.

The State budget bill (amended) shall be finalized for submission to the National Assembly for adoption at its second session. The allocation of the 2003 central budget shall comply with the current Budget Law.- (Summary)
