Directive No.657-TTg of September 13, 1996 of the Prime Minister on enhancing the management of the non-State production, commercial, industrial and service establishments.
The Ministry of Trade shall assume the main responsibility and coordinate with the General Department of Statistics and the local People�s Committees in reviewing, inventorying, classifying according to business lines and scales, and defining the number, addresses of the units and business households having or having not yet registered their businesses.
The Ministry of Trade shall assume the main responsibility and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, the General Department of Statistics, the Ministry of Justice and the local People�s Committees in issuing a form of application for business registration, a set form of business registration license, and to define clearly conditions, responsibilities and rights of units and households allowed to conduct business activities. The Ministry of Trade shall reach agreement with the People�s Committees of the provinces and cities for detailed guidance to the grassroots levels on the process and procedures for application and grant of business registration licenses. The local People�s Committees shall be responsible for organizing the application and grant of business registration licenses conveniently and lawfully. The Ministries, branches and localities shall, according to their assigned tasks, complete the review of the declaration, registration and re-registration for business by the end of the second quarter of 1997.
The Ministry of Trade and the Ministry of Finance shall, according to their functions, coordinate with the local People�s� Committees in guiding, planning and directing the local market control and tax agencies to well conduct the examination and inspection of the execution of policies and legislation by production and business units; and enhance the work of fostering the professional skills for the officials performing the assigned tasks in localities.
The Ministry of Trade shall coordinate with the Ministry of Planning and Investment and the Ministry of Finance in reviewing and evaluating the production, commercial business and service activities of the non-State economic sector and proposing to the Prime Minister amendments and supplements to the current regulations.- (Summary)
