Joint Circular No.11/1999/TTLT-BGDDT-BKHCNMT-BTCCBCP of March 3, 1999 guiding the implementation of Decision No.68/1998/QD-TTg of March 27, 1998 of the Prime Minister on the relationship between the training or research institutions and State enterprises thereof.

The State enterprises in the training or research institutions are units attached to and managed by such training or research institutions under the authorization by ministers, heads of the ministerial-level agencies, heads of the agencies attached to the Government and presidents of the People’s Committees of the provinces and centrally-run cities. The production and business activities of the State enterprises in the training or research institutions must be associated with the technological research and development results or techno-scientific products and services in line with such institutions’ professional functions and tasks. The State enterprises shall be provided with capital, materials, human resources, land and other conditions by the training or research institutions under the provisions of law for their efficient operation as well as capital preservation and development.- (Summary)
