DECISION No.808-TTg OF OCTOBER 31, 1996, OF THE PRIME MINISTER ON RE-APPOINTMENT AND RE-ASSIGNMENT OF THE MEMBERS OF THE GOVERNMENT STEERING COMMITTEE ON PREVENTING AND COMBATING SOCIAL VICES

THE PRIME MINISTER

Proceeding from the Law of Organization of the Government of September 30, 1992;

Proceeding from the Government�s Resolutions No.05-CP and No.06-CP of January 29, 1993 on preventing and combating prostitution, and on preventing, combating and controlling narcotics; Resolution No.20-CP of March 5, 1993, on preventing and combating HIV/AIDS; Decree No.87-CP of December 12, 1995, and Directive No.814-TTg of December 12, 1995 of the Prime Minister,

DECIDES:

Article 1.- The Government Steering Committee on Preventing and Combating Social Vices shall from now on comprise the following persons:

1. Deputy Prime Minister Nguyen Khanh, Head,

2. The Minister of Labor, War Invalids and Social Affairs, Deputy Head,

3. The Minister-Chairman of the Commission for Mountainous Regions and Ethnic Affairs, Member,

4. The Minister of Health, Member,

5. The Minister of Culture and Information, Member,

6. A Deputy Director of the Office of the Government, Member,

7. A Deputy Minister of the Interior, Member,

8. A Deputy Minister of Planning and Investment, Member,

9. A Deputy Minister of Finance, Member,

The tasks and powers of the Steering Committee shall remain as prescribed in Decision No.08-TTg of January 5, 1994, of the Prime Minister.

Article 2.- The following assignments to are given the member agencies in the Steering Committee:

- The Ministry of Labor, War Invalids and Social Affairs: To organize and manage the centres for reformatory education, treatment and vocational training for prostitutes and drug addicts; and manage Program No 5 of the Government.

- The Commission for Mountainous Regions and Ethnic Affairs: To direct the substitution of the cultivation of opium poppies with other crops; and manage Program No 6 of the Government.

- The Ministry of Health: To organize the examination and treatment of communicable diseases for prostitutes and drug addicts at health clinics, or at population communities, in the families; determine the medicines and remedies for treatment of drug addition; and control the production and use of drug substances.

- The Ministry of the Interior: To direct the inspection, control and handling of the perpetrators of social vices, and of the businesses and services which are involved in prostitution, gambling, illegal trafficking, stockpiling and use of opium and other narcotic substances.

- The Ministry of Culture and Information: To direct the mass communication work on the prevention and fight against social vices; and conduct the implementation of Decrees No. 87-CP of December 12, 1995, and No.88-CP of December 14, 1995, and Directive No.814-TTg of December 12, 1995.

Article 3.- The Steering Committee on Preventing and Combating Social Vices shall coordinate the work of the Ministries and other State Agencies and that of the Vietnam Fatherland Front and people�s organizations to carry out fruitfully the prevention and fight against social vices in accordance with the overall plan.

Article 4.- This Decision takes effect from the date of its signing.

Article 5.- The Ministers, the Heads of the ministerial-level agencies, the Heads of the agencies attached to the Government, the Presidents of the People�s Committees of the provinces and cities directly under the Central Government and the members of the Steering Committee on Preventing and Combating Social Vices listed in Article 1 of this Decision are responsible for the implementation of this Decision.
