The Prime Minister issued this Decision on investment in the project for construction of Ho Chi Minh Road (stage 1) with the following principal contents:

- Project�s name: Ho Chi Minh Road (stage 1);

- Project�s scope: Starting point at Hoa Lac, Ha Tay province, and ending point at Binh Phuoc crossroads, Ho Chi Minh City.

- Total investment capital for stage 1: Around 5,300 billion dong, which shall be allocated by the State budget, including ODA loans (if any);

- Investor: the Ministry of Communication and Transport;

- Execution schedule: The project shall commence in early 2000 and be completed in 2003.

The Minister of Communication and Transport shall be authorized to approve the technical designs and cost estimates of project construction items; to directly assign tasks to domestic consultancy units under the Ministry of Communication and Transport and the Ministry of Defense to conduct surveys, compile technical design dossier, elaborate cost estimates and supervise the construction activities (on their own or in coordination with Cuban consultants). The Ministry of Communication and Transport shall be allowed to invite Cuban consultants to take part in the construction consultancy and supervision.- (Summary)
